Can't get valves adjusted 1983 Honda Shadow VT500C

I have two options: Too loose and Too tight.
My hypothesis is that there's a wear pattern on the bolt
that creates a large change for a tiny rotation.

I'm gonna have to tear into the bike to work on the clutch.
Might as well address this problem too.

One possibility is to swap the adjuster bolts around to see
if that makes any difference.
Another option is to chuck the bolts in the lathe and try
to grind the ends symmetrical again.

Opinions on that?
Alternative suggestions?

Buying new bolts is just too easy. I prefer the cheap way. ;-)

You can buy all six screws for under $30, with a perfect
hardened precision ground end. Life's too short to waste
a bunch of time trying to fix them on the cheap.

Your other problem with the clutch, just replace the
friction disk and you'll be done.
